Soak the pearl barley for several hours, then cook until soft.

Cut the beef into small pieces.

Fry the meat until golden brown, add the onion and carrot.

Add the tomato paste and flour and mix well.

Pour in water, cover and braise for 50–60 minutes until the meat is tender.
